Introduction to public sector management
This course gives an understanding of historic, political, legal, ethic and social environment
which Ukrainian non-profit organizations work in. Within this course special attention is
paid to overview of challenges of the modern state policy, faced by non-governmental
organizations in their daily activities.
During this course we will consider the definition of organization, its functions, types of
non-profit organizations. We will also analyze in details a non-governmental organization
as a structural element of the third sector, classify NGOs, their properties by types and
structure of management, level of influence on social processes and changes.
Communications in non-profit sector
The course describes the role and specific character of communications in non-profit
sector. The aim of the course is to form understanding of strategic approach in
communication activities, consider values, interests and contexts with regards to
In this course students will learn the audiences of messages and tools for
communications, ways of cooperation of communication elements, compose
communication matrixes and develop communication strategies for their organizations. A
part of the course is focused on the notions of internal and external communications, PR
and its role in building up the image of the organization. A separate unit of the course is
about the social media and possibilities which they can offer for informing, cooperation or
any social activity both within an organization, an area, and intersectoral cooperation.
Marketing for non-governmental organizations
Marketing is an activity of a non-governmental organization aimed at stimulating of
demand for its product or services for its clients. This course will give the students the
understanding of the nature of marketing in the third sector, in particular: development of
organizations’ marketing strategy, promotion of organization’s activities and products,
marketing planning, target oriented marketing, marketing in international organization,
market segmentation, marketing in social services industry. Students will also learn the
differences and similarities of marketing strategy for various fields of activity.
Special attention will be paid to the research of the business environment of non-
governmental organizations in terms of marketing; using marketing researches in the
activity of public organizations, their stages and difficulties which may be encountered in
the course of their performance.
The course also covers the basics of branding and brand development, positioning of the
brand among non-governmental organizations.
Strategic and operational planning
The course shows the importance of planning in organizations’ functioning, and improves
students’ skills required for making relevant managerial decisions.
Students will learn how to define development strategies for their organizations based on
dynamic harmonization of internal and external factors, make analysis of current situation,
search for and use new ways and areas of realization of the potential of organizations and
their members under new conditions.
Along with consideration of theoretical aspects of the course much attention is focused on
the development of practical approaches and tools of management, acquiring skills of
operational planning, analysis and evaluation of ideas, risks and opportunities.
Human resources management
The course gives students a general understanding of the concept of human resource
management and a comprehensive vision of the system of human potential management
in the organization. It reveals the nature and specifics of the operation of subsystems of
human resources management, and peculiarities of human potential at various stages of
Particular attention in the course is focused on the practical aspects of managing of
employees and volunteers in an NGO: planning and selection of personnel, creating a
motivational environment, adaptation of beginners, means of effective communication in a
team, methods of group facilitation, evaluation and development of talents.
This course gives students the basics of decision management based on research data,
analytics and critical thinking. The course promotes better understanding of social
research and their usage for decision making; reveals the principles and tools of critical
thinking, analytical approaches in the work of non-governmental organizations and in
assessment of their efficiency.

Project Management in non-profit organizations
Ability to manage projects is one of the key skills required for a manager in the third sector.
The course "Project management in non-profit organizations" teaches comprehensive
approach to the implementation of projects in the public sector. Within this course students
will learn how to efficiently plan and organize resources to achieve the best results in the
implementation of projects, identify goals and objectives, target audience of the project,
draw up the schedule of implementation and evaluate the results. Students will also learn
the basics of the SWOT-analysis.
Among the various topics the course examines the basic forms of organizational structure
of the project, project feasibility study, individual approach to planning and control of
projects, scheduling and planning of resources and costs. Another important element is
the study of methods of control, management of risks and changes, and much attention in
the course is paid to these topics.
Fundraising. Crowd-funding. Endowments.
Students will learn how to build a strategy for attraction of resources to ensure long-term
financial stability of the organization; understand the peculiarities of cooperation with
donors, philanthropists, benefactors, sponsors. The course includes an introduction to
various fundraising techniques and tactics in dealing with different resources.
Special attention is paid to the crowd-funding as one of the contemporary methods to
provide initial resources for social and community projects. During the course students will
learn types of crowd-funding platforms in Ukraine and abroad, and specific features of
projects preparation for successful crowd-funding campaign.
Also, the course offers studying of the use of other financial tools for the stability of non-
governmental organizations such as endowments. Students will hear about the best
practices and recommendations for operating endowments and evaluation of their results,
the possibility of preserving and increasing of endowments.

Ethics in public organizations
This course gives students an understanding of ethical concepts in management. The
main objective of the course is to show the key concepts of contemporary philosophical
moral discourse and possible approaches to making moral balanced and meaningful
decisions in management. The course describes the question what is ‘a moral’ and ‘moral
solution’, widespread and false stereotypes about morality.
The course is focused on effective and practical definition of ethics for managers and
decision-makers. An important part of the course is an offer to use an original model of
making moral decisions in difficult management situations (a so called ‘seven-stage model
of moral judgment") - the seven steps of analysis for making a moral balanced decision.
The legal aspects of activities of nonprofit organizations. Lobbying
As part of the course, students will study the characteristics of the legal system of Ukraine,
the principles of the legal status of non-profit organizations and their property, rights and
obligations of members of NGOs, civil law, tax liabilities. Also, the legal regulation of social
enterprise and fundraising, the legal status of officials, employees and volunteers of
nonprofit organizations which protect the rights and legitimate interests of NGOs, state
control and accountability of nonprofit organizations, possible major sanctions and

governmental decision-making bodies, to participate actively in solving urgent issues of
national development, the formation of state and local policies. Also, the course examines
the methods and mechanisms for lobbying. There is a review of best practices of lobbying
by non-governmental organizations of Ukraine and foreign countries.
Study of organizations
This course offers the study of experience of successful Ukrainian non-governmental
organizations and initiatives. Within this course students visit successful and active
organization which show good results in the changes of the society due to their activities.
Students will communicate with the leaders, employees and clients of such organization;
learn the managerial and operational experience; define and study the factors which
influence the quality of organizations' performance and its results.
The course gives an understanding of specific character of the activity of organizations
working in different areas: their differences and common features.
In their activities managers of the civil sector organize the development of their entities.
This course teaches the dynamics of an organization’s development, its life cycles and
particular features of each of these cycles. Here attention is paid to the dynamics of
interaction between people and organizations, managerial functions required for
productive and effective activity of the organization, both in the short and long run. This
course is about an organization as a living body which is constantly changing and
developing; it helps to understand the particular features of managerial behavior required
in different periods of an organization’s life periods.
It is important for management of a non-governmental organization to build a strong
governance structure and organize an interaction between various parts of it.
A part of this course is dedicated to governance of a non-governmental organization,
and the role of the Board.
